Mod-Tap rules interfere with Keyboard Shortcuts #471

Description

@cynix

I have an iPad (with Magic Keyboard) where I mapped CapsLock to Command in General > Keyboards > Hardware Keyboard > Modifier Keys. If I configure a Mod-Tap rule for Left Command -> Esc (tap) / Ctrl (hold), then some keyboard shortcuts involving Command (e.g. Command+Shift+V -> Paste, configured via Record New Shortcut by pressing CapsLock+Shift+V) no longer works for either CapsLock+Shift+V or Command+Shift+V. At the same time, the Mod-Tap rule is also ineffective (for example, CapsLock+C does not function as Ctrl+C as intended). Strangely, some other shortcuts involving Command still work, e.g. Command+T for new tab, Command+1 for switching to tab 1, etc, by pressing CapsLock+T / CapsLock+1, although sometimes it requires pressing the combination twice.
