Use standard Ubuntu 24.04 GitHub runners for this website's CI and dependency maintenance. This supports the owner's public website repository policy and removes the Blacksmith runner selection.
Only runner selections change. Existing test/build steps, triggers, permissions, timeouts, action pins, check names and dependency admission remain intact. Local actionlint, whitespace validation and parsed workflow comparison passed; the latter permits only the selected runner changes.
