Follow-up to kixelated/quest#225, which merged before this addition arrived. Adds a second symptom to quest/m0/helpers/queue-siblings.md.

A quest-only PR waiting in the merge queue fails quest check once main finishes a quest it links: moq-dev/moq#6707 was dropped 3 times and moq-dev/moq#6790 4 times. The Plan names two options to weigh: run quest check against current main before queueing, or have the check treat a link to a deleted quest as resolvable. The Goal now covers both symptoms.

Automated review by review (OpenAI)

Reviewed commit: 18b4708

No actionable bugs found in this planning-only change. Covering stale quest links alongside sibling merge conflicts is a coherent extension, and retaining the final no-dangling-reference invariant keeps the alternatives appropriately constrained. When choosing an implementation, exercise a base change after enqueueing: a pre-queue check alone cannot guarantee the queued merge stays valid, while deleted-link tolerance needs evidence that the target was completed rather than mistyped.

Verification: static inspection of the changed plan and related landing plan only; no implementation, tests, or merge-queue reproduction executed.

Merge summary: added the OpenAI review's caution (a pre-queue check misses a base that moves after queueing; a tolerant check must tell a finished quest from a mistyped link) in a9b665a. Codex reviewed a9b665a with no issues, CI passed, and quest check passes (51 documents). Landing by squash.
