First official release after renaming from `mlabel` and moving to github

This is the first official release of makelabels. It has formerly known as mlabel.lco on komascript.de. makelabels is still KOMA-Script-related. It provides a letter option file makelabel.lco . This LCO provides a \makelabels command similar to the standard letter class letter.
