Release v0.22.3
Fixes #305
Moves the save metrics/ChronoMemory WAL dual-write before save's commit boundary, so a successful save commits and pushes its own tracked WAL event instead of leaving it modified.
Adds TEST-480 with a tracked WAL regression fixture and updates release metadata and documentation.
Validation: full pytest suite, ruff, mypy, strict MkDocs, SpecSmith audit/validate, pip-audit, built-artifact metadata inspection, and twine check.
