Summary

Update workflow actions to their current stable releases for Node 24 runtime support, and use Node 24 for frontend builds. Use major action tags except for CUDA Toolkit, which has no v0 ref, and ccache, whose v1 ref still uses Node 20. Those two use their current release tags. Keep pnpm pinned to 10.15.1 as required by the frontend package.

Replace the legacy MSVC environment and release-creation actions with TheMrMilchmann/setup-msvc-dev and softprops/action-gh-release, whose current releases use Node 24. Preserve the x64 MSVC target, release tag target, release ID output and disk-cleanup settings. Update the release upload script to the current github.rest.repos.uploadReleaseAsset API.

Related Issue / Discussion

Closes #2229.

Additional Information

Verification:

  • actionlint 1.7.12 -shellcheck= -pyflakes= .github/workflows/*.yml passes. ShellCheck and Pyflakes were not run.
  • Local metadata checks confirm all 53 action references use Node 24 or composite actions, and all 95 configured action inputs are supported. Workflow triggers, permissions, job matrices, step IDs, conditions and artifact names/paths are preserved.
  • All embedded JavaScript parses under Node 24. A mocked release-upload check confirms ZIP selection, release ID and binary payload handling with the current Octokit API.
  • The pinned frontend installs with the frozen lockfile and builds successfully under Node 24.22.1 with pnpm 10.15.1, including pnpm run build and pnpm run build:header.
  • git diff --check passes.

Windows MSVC setup, Docker publishing, hosted artifact transfers and actual release creation were not exercised locally. Those paths require hosted CI or maintainer validation. This PR changes only three workflow files; it does not change frontend dependencies, submodule revisions or C++ code.

Walkthrough

The workflows update GitHub Actions versions and Node setup across build, Docker, release, and stale-item jobs. The release job changes its release-creation action and asset-upload API call. The Windows job explicitly configures the MSVC architecture as x64.

Changes: Build and release workflows

Layer / File(s) Summary
Build jobs
.github/workflows/build.yml
Linux, macOS, Windows, and ROCm build jobs update action versions and Node setup. Artifact uploads also use newer action versions. The Windows MSVC setup specifies x64.
Docker image job
.github/workflows/build.yml
The Docker job updates its build, registry, metadata, and disk-space actions. The disk-space inputs change to preinstalled-runtimes: false and swap-storage: true.
Release job
.github/workflows/build.yml
The release job updates checkout and artifact download actions. It switches to softprops/action-gh-release@v3, supplies the token and target commit, and uses github.rest.repos.uploadReleaseAsset in the upload script.

Stale-item workflows

Layer / File(s) Summary
Stale action versions
.github/workflows/close-inactive-issues.yml, .github/workflows/stale-prs.yml
Both workflows update actions/stale from v10 to v11. Their existing configuration remains unchanged.

Explanation

Issue #2229 is open and directly linked. The diff updates workflow actions across the three workflow files, sets frontend-related Node setup to 24, and keeps pnpm at 10.15.1. It replaces ilammy/msvc-dev-cmd with TheMrMilchmann/setup-msvc-dev and sets arch: x64. It replaces release creation with softprops/action-gh-release@v3, retains the tag format and target commit, preserves the release upload step, and changes the upload call to github.rest.repos.uploadReleaseAsset. It updates the cleanup inputs and explicitly sets swap-storage: true, which preserves the stated cleanup policy. The reported actionlint, metadata, JavaScript, release-script, and frontend-build checks cover the requested local verification. The untested hosted paths are identified by the issue and do not show a missing coding requirement.

Full details: Out of Scope Changes check

Explanation

The changed files are .github/workflows/build.yml, close-inactive-issues.yml, and stale-prs.yml. The action upgrades, Node 24 setup, cleanup-input update, release migration, and upload API update implement issue #2229. The stale-workflow upgrades are within the issue's request to update action references in all workflow files. No unrelated source, dependency, submodule, or C++ changes appear in the reviewed diff.

Explanation

No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. Use Node 24 for Docker frontend builds.

The Docker build installs Node 20 here, independently of the workflow’s setup-node step. The MUSA, SYCL, and Vulkan Dockerfiles do the same. Their frontend builds therefore do not use Node 24, and Node 20 is past its support date. Update all four Dockerfiles. (raw.githubusercontent.com)

@coderabbitai The Docker Node 20 installations are pre-existing in the base commit and run inside the image build, independently of the Actions JavaScript runtime. This PR updates workflow action runtimes and the workflows' frontend toolchain, as requested in #2229. The Dockerfiles are unchanged; the ROCm Dockerfile also has the same existing Node 20 installation, so that would be a separate five-file update.

I am keeping this PR scoped to the reviewed workflow changes. Does the current head have any remaining actionable findings within that scope?

The Docker images' Node 20 installation is tracked separately in #2231, so this PR stays scoped to the workflow runtimes from #2229.

@coderabbitai The Dockerfiles' Node 20 installation is pre-existing and outside this diff. It is tracked in #2231, which covers all six Dockerfiles (including the base and ROCm images). Contributing guidelines ask for an issue before dependency-update PRs, so that change will follow separately once a maintainer weighs in. This PR stays scoped to the workflow runtimes from #2229.

@Project516 Agreed. The pre-existing Docker Node 20 installations are outside this PR’s workflow scope and are tracked separately in #2231. They do not require a change in #2230.

This clarification does not verify the current workflow changes or the hosted CI paths.
