chore(parity): store clear is tg-only now that tg has it - #329

tg-cli #192 took cli-messaging 0.91.0, so `tg store clear --left` exists; the row was planned only so the main (tg) check would not fail before then. max takes it at the fold-in; until then `max cache clear --left`. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
