The upgraded changesets/action rejects the installed Changesets CLI v2.27.7. Every main-branch release run fails before creating or publishing a release.

Changesets Action v2 validates the repository's installed CLI before doing any release work. The root package declares @changesets/cli as ^2.27.7, and the lockfile resolves 2.27.7. Action v2 accepts only Changesets CLI v3. Its renamed inputs and explicit token input also make the current v1 workflow configuration incompatible.

Example: A commit reaches main. The workflow installs CLI 2.27.7, then Action v2 exits with its CLI compatibility error. No release pull request is updated, and merging an existing release pull request cannot publish artifacts.

Recommended fix: Restore Action v1.9.0 for the current workflow. Alternatively, migrate @changesets/cli to v3 and update title, commit, version, publish, publishedPackages, and the custom token configuration to Action v2's API in one change.
