build: update OpenTelemetry capture dependencies

Summary

• Replaces Dependabot Bump the capture-dependencies group in /examples/inspect with 5 updates #37 with the same five OpenTelemetry capture dependency updates on current main.
• Preserves attribution to Dependabot without certifying on behalf of the bot.
• Maintainer commit is signed and signed off; signature and DCO checks remain unchanged.

Verification

• Fresh isolated install and pip check passed.
• All nine capture tests passed, including the real SDK formats, pinned Collector file exporter and mock LiteLLM stock/provenance paths on arm64.
• Go 1.26.9 race tests and vet passed.
• Only examples/inspect/requirements.txt changes. No provider keys, paid calls, releases or tags.

Hosted checks, including commit-signatures and dco, must pass on the final head before merge.

Supersedes #37.
