DM-56008: ppdb - Inject Sentry DSN into all components

• Provision a Google Secrets Manager secret to hold the value of the Sentry DSN for the ppdb-google-cloud Sentry project
• Grant access to this secret to every service account that runs code
• Inject the value of the Sentry DSN as an env var into all Cloud Run functions

Once this secret is provisioned, we'll have to manually create a new version of it with the actual DSN we need.
