This PR exists to support saving and distributing consdb visits as parquet files.
It includes the addition of a query_consdb_visits CLI, which will be replaced by
fetch_lsst_visitsfromrubin_nightswhen it's ready.It also switches to using parquet for schedview's caching of consdb visit queries, so that the same file can both be used as the cache and for distribution.
Changes in the PR were mixed AI/human, not vibe-coded but using claude code for some tasks.
