Updates ROADMAP.md so it reflects the actual v1.2 development state instead of listing already-completed work as future priorities.

It also explicitly marks portable builds and the public compatibility/tested-device matrix as deferred, and separates source-code work from external release prerequisites such as an Authenticode certificate and an optional crash collector endpoint.
