This prepare project for weblate migration. See mate-desktop/mate-terminal#487 for details. The commits are: - Prevent po file regeneration when pot files change - Remove the es_ES po files and lingua for both apps and helps as it duplicates es forbidding the project import in weblate (and was empty) - Regenerate pot files from current code - Remove transifex configuration
