Closes #133

Adds a pgp-key validate check (primary key and subkeys: expired, revoked or unparseable fails), a --horizon-days <n> option that makes both expiry checks (this and the security.txt Expires one) fail n days early, and expiry-watch.yml, which runs daily with a 5-day horizon and keeps a single type:chore issue open while anything is due, closing it when renewed. PR checks keep the default horizon of 0.

The check shells out to gpg (present on the runner); the parsing is a pure function over --with-colons output and is unit tested.

After merge, trigger the workflow once manually (gh workflow run expiry-watch.yml) to confirm it stays quiet today: the key runs to 2028-06 and security.txt to 2027-09.

…133)

Adds a pgp-key validate check (expired, revoked or unparseable key fails),
a --horizon-days option for both expiry checks, and expiry-watch.yml, which
keeps one issue open while anything is due.

A weekly run cannot reliably catch a 5-day window, so the cadence goes daily.
