Prepare OpenNotes 1.3.1 (build 13) from the merged first-save review change. Synchronize Expo, iOS bundle/project settings, Android version metadata, and Fastlane's App Store version so the archive and store draft use the same numbers.
Validation: all 53 tests pass, TypeScript passes, and whitespace checks pass. Simplify and security reviews found no issues; this change only updates version metadata. Signed Release archive succeeded with Xcode 26.6. Verified the archive bundle ID, version 1.3.1, build 13, bundled JavaScript, and code signature. App Store Connect upload succeeded for 1.3.1 (13). Apple completed processing; build 13 is attached to version 1.3.1 and was submitted for App Review. Verified status: Waiting for Review, with automatic release after approval. Submission ID: 88ed8a71-5b03-46ab-ba95-47f6e5017452. Upload reported non-blocking missing dSYM warnings for the prebuilt React, ReactNativeDependencies, and Hermes frameworks; the app archive signature verified. The first build ran out of disk space; pruning disposable package caches resolved it.
