Expands the documentation for the "Allow Contacts to restart the Campaign" setting to clarify what happens when it is disabled. The updated text explains that Contacts who exit the Campaign - whether naturally through the workflow or by being removed from a source Segment - cannot restart the Campaign even if they later re-qualify. This clarification accompanies a bug fix in mautic/mautic#16183 that restores the intended behavior of this setting.

The second sentence seems like a duplicate of the first one. Perhaps we can close this PR as the original was good enough?
Consolidate into single paragraph while retaining the valuable clarification about disabled behavior (contacts can't restart even if they re-qualify).
