docs/MAINTENANCE.md: v1.29.0 verified after publication (GitHub release + Sigstore bundles, PyPI, MCP registry, GHCR multi-arch tags,v1), #311 closed as redundant (rcloak's per-protocol lists already come in via gfpcom's meta lists), Scorecard 6.9, and the measured size distribution of the sources that the per-source download budget item is now based on. Docs only.
