Add an explicit `name` (`@mdn/bcd-utils`) to the root `package.json` so it no longer defaults to the checkout directory name (which differs in worktrees), and rename `bcd-updates` to `@mdn/bcd-utils-updates` for a consistent scope alongside `@mdn/bcd-utils-api`.
