The changelog indicates that the license was changed from GPLv3 to Apache v2 with the release of 2.0.0. This brings the LICENSE file into alignment with that change.

The license file in the source repo is GPLv3, however CustomBlockData is actually licensed under Apache v2. Add Apache v2 license file to avoid confusion. See mfnalex/CustomBlockData#17
