America/Sao_Paulo (BRT), America/Argentina/Buenos_Aires (ART), America/Santiago (CLST/CLT) and America/Lima (PET) were missing, leaving SA mods with no GMT-3 option. Added to all three TIMEZONES lists (admin create, admin single-match composer, match page reschedule/admin-edit). Server accepts arbitrary IANA names already.

SA mods had no GMT-3 option anywhere match times are entered, forcing UTC mental math for ABERTA/ACCESO fixtures (all 55 SA matches so far are stored as UTC).
Adds America/Sao_Paulo (BRT), America/Argentina/Buenos_Aires (ART), America/Santiago (CLST/CLT) and America/Lima (PET, also covers Bogotá UTC-5) to all three TIMEZONES lists: admin match-set composer, admin single-match composer, and the match page (reschedule + admin schedule edit). IANA names verified against Intl. Server already accepts arbitrary IANA zones (validated at conversion), so frontend-only change.
Checks: prettier clean, boundary-check 56/56, knip clean, vitest 476/476. svelte-check shows only the 39 pre-existing staging errors (playoffSlots/publicLeague) — none in the touched files.
