This PR moves python3-virtualenv and python3-distlib to base. AZL 3.0 provides these python packages in base.

Dependencies of python3-virtualenv (azurelinux-sdk):
python-setuptools-wheel (azurelinux-base)
python3-distlib (azurelinux-sdk)
python3-filelock (azurelinux-base)
python3-platformdirs (azurelinux-base)
