Summary
This PR imports the official Sandbox API v1 protocol buffer definitions from the containerd project into the hcsshim vendor directory. This is a foundational step enabling hcsshim to support the standardized sandbox lifecycle (Create, Start, Stop, Status) used by containerd and Kubernetes (CRI).
