derive model obs from the devtools utl-obs parent - #419

devtools now admits utl-obs under models (parent ["model", "package"]) and makes it single-instance. Match parents with admits() so the type term selects it, drop the model obs special case, and skip utl-obs under a model without observation types (PRT, for now). Bump devtools for MODFLOW-ORG/modflow-devtools#384, which admits utl-obs for models and makes it single-instance. Remove the special casing from #417. Skip models without obs (e.g. prt)
