refactor(relay)!: consolidate configuration loading and roles - #6535
Relay embedders can bypass layered configuration and obsolete-name refusal. Config names collide with roles, mTLS policy permits an invalid upstream-only combination, and bound io_uring workers expose a serving operation before they are spawned.
Approach
Apply the approved API-audit Plan using existing ownership and Merge/Resolved provenance. Consumers are the relay binary's Config::parse_and_merge, the public embedded-CLI fixture, native cluster dialing, moq auth serve, the Nix service, and Relay::load's worker/Web setup.
[listen.extensions] and [connect.extensions] stay in TOML: the maintainer reversed their removal in moq-dev/moq#6581, keeping them as the operator's interop knob for moq-transport extensions. A loader test checks they survive the merge. Web::with_extensions is crate-private; the relay sets it from [listen.extensions].
Impact
Add Config::merge(&CliLayer) for the optional file/environment merge and refusal; make merge_into private. Root CLI-only fields survive and Config::source retains provenance.
Move limits to limits.client / limits.peer, with matching flags/environment names; rename limits::Session to limits::Client.
Rename ACME dir to cache. The default-enabled acme feature owns rustls-acme; builds without it refuse configured issuance.
Nest dynamic peer configuration under cluster.api.url / cluster.api.tls.root, using --cluster-api-url / --cluster-api-tls-root. Remove with_client_tls; API fetches use the dial template's client identity and independent API server trust.
Remove configurable verification concurrency and its public setter. The private production window (128) also bounds HTTP/2 concurrent streams, as moq-dev/moq#6488 made the configurable value do. Private test-only controls remain. Remove test-only public admission helpers; Incoming / Accepted require test-support.
Workers::spawn(self, …) returns Spawned, which owns serving, failure observation, and consuming shutdown.
Replace Rust mTLS policy booleans with Option<Link::{Peer, Upstream}> and CLI --mtls-link peer|upstream. Old flags are refused, including explicit false.
Native API, config, and CLI changes are breaking (migrations below). No version bump, wire, foreign ABI, or gateway change. Grant JSON booleans remain unchanged; JS auth has no reference-server Policy API to rename.
How to migrate (moved here from MIGRATE.md, which PRs no longer write since moq-dev/moq#6610):
moq-relay, one loader: after an embedded CLI's parse_from_with_settings, call config.relay.merge(&cli_layer)?. It reads relay.file, applies CLI > environment > file > defaults, refuses obsolete settings, and keeps provenance in Config::source; root CLI-only fields stay intact. Replace direct merge_into setup, or TOML plus update_from, with that call.
moq-relay, limits: move [session] to [limits.client] and [peer] to [limits.peer], including its quic table. Flags and environment variables become --limits-client-* / MOQ_LIMITS_CLIENT_* and --limits-peer-* / MOQ_LIMITS_PEER_* (for example --limits-client-requests, --limits-peer-quic-max-streams). In Rust use config.limits.client / config.limits.peer, and limits::Client in place of limits::Session.
moq-relay, ACME: rename acme.dir / --acme-dir / MOQ_ACME_DIR to acme.cache / --acme-cache / MOQ_ACME_CACHE. The default acme feature keeps automatic certificates; builds without it refuse configured ACME settings.
moq-relay, cluster API: move cluster.connect_api to cluster.api.url and cluster.connect_api_tls_root to cluster.api.tls.root; use --cluster-api-url, --cluster-api-tls-root, MOQ_CLUSTER_API_URL, and MOQ_CLUSTER_API_TLS_ROOT. Drop Cluster::with_client_tls: the peer-list API presents with_connect's client identity, with its own api.tls.root server trust.
moq-relay, verifications: remove auth.verifications / --auth-verifications / MOQ_AUTH_VERIFICATIONS and Auth::with_verifications; the verification window is a private production policy. Web::with_extensions is private; set [listen.extensions] instead.
moq-relay, workers and test helpers:Workers::spawn(self, …) returns uring::Spawned; call serve, failed, and consuming shutdown on it. Incoming and Accepted need the test-support feature. Cluster::admit, cluster::Admitted, and auth::hold are private; real admissions use Auth::embedded / Admissions and the Lease lifecycle. Auth::admit alone owns no timeout, so bound it with moq_tokio::server::Request::within or tokio::time::timeout.
moq-auth: replace serve::Policy.mtls_peer and .mtls_upstream with .mtls_link: None for ordinary certificate grants, Some(serve::Link::Peer) for peers, Some(serve::Link::Upstream) for upstream peers. Grant.peer and Grant.upstream keep their JSON boolean contract.
moq-cli: replace moq auth serve --mtls-peer with --mtls-link peer, and the combined peer/upstream flags with --mtls-link upstream; omit the flag for ordinary certificate grants. Both roles still need --mtls-publish or --mtls-subscribe, and the removed flags are refused even when explicitly false. Cluster peer-list flags are --cluster-api-url / --cluster-api-tls-root (MOQ_CLUSTER_API_URL / MOQ_CLUSTER_API_TLS_ROOT; TOML [cluster.api] url and tls.root). Released notes that name --mtls-peer, --cluster-connect-api, or [peer.quic] now mean --mtls-link peer, --cluster-api-url, and [limits.peer.quic].
Quests: deletes quest/m1/api-audit/relay-config.md (the upstream implementation is complete) and adds quest/m2/release/relay-loader-adoption.md under the release epic for migrating embedding consumers once their pins carry this API.
Validation
Re-merged main at 0f986d9fdb after the queue dropped this PR on a conflict. Main's moq-dev/moq#6467 replaced the subscriptions and fetches caps with requests, so the renamed tables carry requests (--limits-client-requests, --limits-peer-requests) and the hidden refusals for the old subscription and fetch spellings are dropped with them; moq-dev/moq#6489's shared moq_tokio::cli::Duration replaces crate::duration. Every MIGRATE.md takes main's version and the notes moved to Impact.
Earlier: Integrated current main through 75ecda5216. Conflicts resolved:
auth.verifications: main's moq-dev/moq#6488 reused the configurable value for HTTP/2 stream concurrency. Kept this PR's removal; web.rs reads the private window through the crate-private Auth::verifications(), and its test override stays #[cfg(test)].
Environment tests: main's moq-dev/moq#6434 removed EnvGuard. This PR's env tests now use test_env::Env; the obsolete-variable refusal runs once in a child with every old variable set and checks the single refusal names each.
Docs keep main's jittered redial and hidden-route wording with --mtls-link.
Lint suppressions: main's moq-dev/moq#6159 requires a reason. The moved ACME and admission test modules now use #[expect(..., reason)]; the auth bench's host-clock expectation is dropped because the bench no longer reads the host clock.
Review: Codex's two findings (stale acme.dir in the production guide, demo, and packaging template; --cluster-connect-api in the crate README) are fixed in 3d60ad909b, along with stale --mtls-peer comments.
At 3d60ad909b, selected for the branch diff against main:
Rust: every selected test outside moq-uring passed (5,068 of 5,117 in the last run, plus 518 and 227 in the separate suites at 6fa4d9783f). moq-uring, which this PR does not change, failed setup locally with RLIMIT_MEMLOCK exhausted by other processes on the host; it passed at 6fa4d9783f. Lint, fmt, clippy (including io_uring all-targets and WASM), docs, shear, and sort passed.
nix flake check stopped at the local runner-image host restriction (unshare: write failed /proc/self/uid_map), unrelated to this diff; CI runs it. All-language interop is not required for this config/API-only delta.
The retained queue benchmark sweeps offered requests {1,128,256} × token bytes {16,256,4096} against the fixed production policy. Release measurements at 7774c3b4a, before the main integration, include local TCP/auth round trips and have wide intervals. Batch time in milliseconds, estimate [interval]:

Decisions
Embedding consumers still need the shared loader. The Goal covered every embedder, but migrating a consumer before its pin carries this API would break it.
✅ Land the upstream implementation now and split the consumer migration into its own quest (advance each consumer's pin upstream-first, migrate it to Config::merge, verify obsolete-name refusal and root-only fields). (maintainer, 2026-10-23)
Keep this PR open until every embedding consumer is migrated.
Where the follow-up lives.quest check --base accepts either deleting or rewriting the finished quest.
✅ Delete the API-audit quest and add the consumer migration under the release epic, whose Plan already owns downstream adoption after publication (recommended; the API-audit epic completes at the cut, before consumers can pin it).
Rewrite quest/m1/api-audit/relay-config.md to the remainder, keeping the API-audit epic open until consumers migrate.
Extensions TOML (maintainer, moq-dev/moq#6581). Main's quest reversed the planned drop.
✅ Keep [listen|connect.extensions] in TOML; moq-tokio's serde surface and docs are restored to main's (applied in b3103f1c95).
Refuse them through the loader, as this PR first did.
Alternatives
Reuse the existing private merge implementation and provenance instead of adding another loader framework. Private verification test controls retain deterministic queue coverage without a public benchmark knob.
moq-dev/moq#6529 remains a separate transport configuration proposal; its eventual integration is mechanical. This PR does not merge or change that branch.

refactor(relay): consolidate configuration loading and roles
refactor(relay)!: consolidate configuration loading and roles
Oct 23, 2026
The upstream loader lands here; embedding consumers migrate once their pins
carry it, tracked by the new release-epic quest.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The pull request revises relay configuration names and loading, including nested limits and cluster API settings. It adds a peer/upstream mTLS link role and fixes production authentication verification concurrency. It reorganizes ACME issuance and caching behind a feature, updates the io_uring worker lifecycle, and gates in-memory relay APIs behind test-support. Documentation, examples, migration notes, tests, and benchmarks are updated to reflect these changes.

Merging. Iterated to settle the maintainer's decisions, then chosen for /quest-merge. CI is green, the current head has a non-Grok review, and quest check passes against main.
The maintainer reversed the drop in #6581: [listen|connect.extensions] is the
operator's interop knob for moq-transport extensions. Restore the moq-tokio
serde surface and docs, and test that the shared loader carries it through.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Merged main through f36c848 (no rebase). The finished relay-config quest stays deleted; consumer migration is tracked by quest/m2/release/relay-loader-adoption.md.
Main's moq-dev/moq#6581 records the maintainer reversing the extensions drop, so [listen|connect.extensions] stays in TOML: moq-tokio's serde surface and docs match main again, and a loader test checks the values survive Config::merge (b3103f1c95).
Both Codex findings are fixed and resolved; Codex 👍 on this head.
just check passes except nix flake check, which cannot build the runner image on this host (unshare); selected Rust tests, Markdown, TOML, and quest check --base origin/main pass.

Refuse both obsolete request-limit environment variables
When an existing deployment sets MOQ_SESSION_REQUESTS or MOQ_PEER_REQUESTS, the renamed configuration silently ignores it and starts with the new defaults instead of rejecting startup. The Legacy fields cover the announce and QUIC limits but omit both request limits, so deployments can unknowingly lose their configured resource caps. Add hidden arguments retaining both original environment variables and report their replacements through deprecated(), as required by rs/AGENTS.md.
Fix the stale dir reference in the ACME paragraph.
Line 29 now sets cache, and Config::init requires acme.cache. Line 50 still says later starts reuse the certificate "kept in dir". acme.dir is now an obsolete setting. A reader can follow this text and configure the wrong key.

Refuse the old request-limit names.
The previous configuration accepted --session-requests / MOQ_SESSION_REQUESTS and --peer-requests / MOQ_PEER_REQUESTS. The refactor renames them, but Legacy::deprecated() does not detect them. auth.verifications: main's moq-dev/moq#6488 reused the configurable value for HTTP/2 stream concurrency. Kept this PR's removal;web.rsreads the private window through the crate-privateAuth::verifications(), and its test override stays#[cfg(test)].EnvGuard. This PR's env tests now usetest_env::Env; the obsolete-variable refusal runs once in a child with every old variable set and checks the single refusal names each.--mtls-link.#[expect(..., reason)]; the auth bench's host-clock expectation is dropped because the bench no longer reads the host clock.Review: Codex's two findings (stale

Decisions
Embedding consumers still need the shared loader. The Goal covered every embedder, but migrating a consumer before its pin carries this API would break it.
Config::merge, verify obsolete-name refusal and root-only fields). (maintainer, 2026-10-23)Where the follow-up lives.
quest check --baseaccepts either deleting or rewriting the finished quest.quest/m1/api-audit/relay-config.mdto the remainder, keeping the API-audit epic open until consumers migrate.Extensions TOML (maintainer, moq-dev/moq#6581). Main's quest reversed the planned drop.
[listen|connect.extensions]in TOML; moq-tokio's serde surface and docs are restored to main's (applied in b3103f1c95).Alternatives
Reuse the existing private merge implementation and provenance instead of adding another loader framework. Private verification test controls retain deterministic queue coverage without a public benchmark knob.
