fix(moq-mux): TS programs follow the PAT as it changes - #6689
Moves a program's PMT to another PID.Import::handle_pat added a reassembler for the new PID and kept the old one, so a stale PMT on the old PID still revised the program, and the catalog's program.pmtPid kept the first PID.
Adds a program. Under --program all, Programs ignored it, without a warning.
Drops one program. The PAT reached that program's Import, whose handle_pat refused it, and the whole multiplex stopped, the other programs included.
Approach
One PMT reassembler, on the PID the latest PAT names. A move swaps in a fresh one, since a section begun on the old PID no longer speaks for the program. It also records the new program.pmtPid, and flags the claims change so Programs reroutes the PID.
Programs::follow (was wait) reads every whole PAT before routing it:
A started program it no longer lists retires.
Its tracks finish. If its catalog has gone out, it is announced first, as at the end of the input, so the outcome does not depend on how the input is chunked.
Then its catalog finishes and its broadcast closes, so it is unannounced now rather than lingering. Subscribers already reading a track read it to its end.
Every program a PAT drops retires in one pass, and the PIDs the rest read are rebuilt once. A PAT therefore costs what the programs claim, however many it drops.
A program that cannot finish refuses the multiplex, as an import refuses at the end of its input. Every program stays listed until all have finished, so the caller's abort reaches them.
A truncated tail is counted as damage, not refused, so a program that leaves mid-PES retires cleanly.
A PAT naming another transport stream is refused while a program runs, before anything retires, as each program's importer refuses it.
A waiting program moves to its new PMT PID or is dropped, as before.
A program it adds waits for its PMT as the first PAT's do, and starts under a newly minted epoch. A program that returns is therefore a new instance, never the retired one.
A listed program whose PMT has not arrived 0.5 s of program clock later refuses the multiplex, at the first packet past it: the TR 101 290 PMT_error_2 bound, as decided. A program without a PMT has no clock of its own, so the wait is timed on a running program's, which passes to another when it retires. Before any program runs, nothing is late. One whose PMT arrived listing no stream yet is not missing its PMT, so it waits, unannounced.
This is the one PMT deadline (design change). moq-dev/moq#6252 had its own, which released the unclaimed-PID count at the lapse. The count now starts once no listed program waits for its PMT, and a lapse refuses instead.
A retired program's counters stay in stats(), counted once. What it counted beyond the programs still running is kept and added to the totals, so no total goes back when a program leaves or returns. A PID a running program still carries was counted by that program too, so its row there is taken before its finish: that program still holds the tail the finish flushed, and counts it when it delivers it. A PID a running program only reads as its clock, or carried once and dropped, keeps the finish's count. A retired row is not quiet, as a PID a PMT drops is not. health::Errors::combine and stats::Stream::combine generalize the existing field-by-field max to do this. A stream row that several programs share now takes the larger count too. It used to take whichever program came last, which under-counted a shared elementary PID; retiring programs would have turned that into an over-count.
A single-program import whose program leaves the PAT still ends, as decided.
The export is unchanged. A running export ts keeps the PMT on the PID its tables first went out on, as revision_test::a_track_recorded_on_the_pmt_pid_after_the_catalog_moves_it_takes_another already pins. Following a move builds on the table rework planned when fix(mux): TS programs follow the PAT as it changes #6301 closed, so the quest now holds that half alone.
Choices made here, for review:
A retired program closes rather than handing a Finish to a linger, following "unannounced" in the quest's decision.
A dropped program that cannot finish refuses the multiplex, rather than aborting alone while the others carry on. That is the end-of-input rule, and only input the program cannot place or finish triggers it.
Tests
Thirteen new tests:
The first five fail on main.
The next five came with review fixes, and each fails without its fix.
The last guards the one-pass rebuild.
Two more came with round 4's fixes, after the list.
The tests:
import::a_moved_pmt_is_followed: the catalog's pmtPid follows the PAT, a stream the PMT on the new PID adds is published, and an empty PMT left on the old PID removes nothing.
programs::programs_follow_the_pat: the quest's MPTS. The PAT adds program 2, drops it, then restores it.
Program 1 runs throughout and counts every frame.
Program 2 publishes when added. When dropped, its catalog ends cleanly, its broadcast closes, and its frames stay counted.
Its return gets a new epoch and counts on from the retired instance.
programs::a_dropped_program_does_not_end_the_multiplex: the PAT drops the first program, fed a packet at a time, and the second keeps reading its PIDs.
programs::a_program_without_a_pmt_is_refused_after_half_a_second: one PAT, then program 1 runs on a clock of its own, program 3's PMT never arrives, and program 4's lists no stream. decode passes through 0.5 s of program 1's clock and refuses at the next packet, naming program 3 alone.
programs::a_retired_program_keeps_what_it_alone_counted: two dropped PMT sections still count 2 after the PAT drops programs 2 and 3. Program 2 shared its PMT PID with program 1, which runs on, and program 3 was alone on its own.
programs::programs_sharing_a_stream_count_it_once: three programs share an audio PID, and each PMT arrives a PES after the last. The earliest reader's count stands while all three run and as two leave.
programs::a_pat_naming_another_transport_stream_is_refused: the PAT names another transport stream and lists only a new program. It is refused, and the running program is not retired.
programs::a_retired_program_that_cannot_finish_refuses_the_multiplex: a dropped program holds a SCTE-35 cue that no PTS places. decode refuses, and after the caller's abort, the program's catalog subscriber sees the cause.
programs::a_program_that_starts_and_leaves_in_one_call_is_announced: the input's only program starts and leaves within one decode call. Without its fix, finish reported that no program had declared a track.
programs::a_picture_a_retired_program_flushed_counts_once: two programs share an H.264 PID, and a picture ends only at the next, so when the PAT drops program 1, its finish publishes a picture that program 2 still holds. The total stays 1 until program 2 delivers that picture, then reads 2. Without the fix it read 2, then 3.
programs::a_pat_dropping_several_programs_keeps_the_rest_reading: one PAT drops programs on either side of the two it keeps, which share PMT and audio PIDs with them. Skipping either the clear or the re-push of the rebuild fails it.
programs::a_picture_a_retired_program_flushed_alone_counts: program 2 stops carrying a shared H.264 PID but keeps its clock there, then the PAT drops program 1, whose finish publishes the last picture. It counts. Keying on any reader, or on any stats row, fails it.
programs::a_section_a_moved_program_left_unfinished_counts: the PAT moves program 1 off a PMT PID program 2 still waits on, mid-section, and the section ends with a bad CRC. It counts once.
programs_follow_the_pat now runs a PCR and checks the retired program's row is not quiet.
The one-pass retirement was measured with a scratch harness, not committed: a unit test cannot time it. One PAT dropping 250, 500 or 1,000 programs that share a PMT PID and an audio PID took 28, 89 and 377 ms on the second head, and takes 44, 80 and 126 ms now (release build, one run each). What remains is each program's own finish.
Mutations each fail a test:
summing a retired program's counts whole (3);
dropping them (1, and the units in programs_follow_the_pat);
skipping the renumbering (an out-of-bounds reader).
Impact
moq import ts|srt --program all follows the PAT, instead of ignoring additions or stopping on a removal. A retired program is unannounced, and ts::stats keeps its counts. A listed program whose PMT is 0.5 s late on the program clock now ends the import, where it used to hold back the unclaimed-PID count for 0.5 s and then count its PIDs as unclaimed.
ts::stats counts an elementary PID that several programs share from its earliest reader, rather than from whichever program is last.
Catalog: program.pmtPid now changes in place when the PAT moves the PMT. A running export ts keeps its PMT where it first went, as before.
ts_programs bench: the 1,000 extra programs (undescribed is now idle) send a PMT listing no stream, since a missing one now refuses. The bench names are unchanged.
No wire or public API change.
Alternatives
For the missing PMT: a bound in PATs ends a feed by the PAT's cadence rather than the PMT's, and a host clock is never reached by a file read faster than real time.
Keep the old PID's reassembler as well: a stale PMT there could override the new one.
Abort only a dropped program that cannot finish: malformed input would then pass whenever another program runs.
For a retired program's counts: drop them, so totals go back when a program leaves; or sum them whole, so a PID shared with a running program counts twice.
Follow-ups
The rest of the quest: a running export follows a moved PMT PID, behind the table rework. Until then, the draft's rebuild rule ("put the PMT on program.pmtPid") reads as following a move that a running export does not follow.
A program that starts after another retired counts the TR 101 290 timings on a PID they share from its own start. Where both run at once, the larger count stands, as before.
Gate
On 9b3ab7750d (Linux, main merged): just check passes (rs, js, markdown, gh, quest, shell, TOML, Nix; 4,151 Rust tests), cargo test -p moq-mux --all-features --lib container::ts passes (679), and cargo bench -p moq-mux --bench ts_programs -- --test runs all 24 cases. Each round-4 test was checked against a mutation of its fix.

Reject TSID changes before retiring all programs
When a PAT changes transport_stream_id while replacing every currently running program number, this loop retires all importers before the PAT is routed below. With self.programs empty, none of the Import::handle_pat identity checks run, so the new transport stream is silently accepted despite quest/m1/ts-reliability/README.md:74 defining identity changes as refused; preserve and check the prior TSID before mutating the program set.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 7227f8a. follow now refuses a PAT naming another transport_stream_id while any program runs, before it retires anything, as each program's importer refuses it. a_pat_naming_another_transport_stream_is_refused fails without the fix.
A PAT that arrives before any program starts still seeds the programs it lists, as on main. So does one that arrives after every program has retired: no running program describes the old stream then.

Propagate failures while retiring a program
When a removed program has staged sections or PES without a media timestamp, Import::finish() returns an error here, but this branch converts that refusal into a warning and lets decode succeed while skipping catalog.finish() and closing the broadcast. That leaves subscribers with an unfinished catalog and lets malformed input pass whenever another program continues; make retire and follow propagate the failure instead of swallowing it.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 7227f8a. retire now finishes the program while it is still listed and propagates the failure, so decode refuses, as finish does at the end of the input. Because the program is still listed, the caller's Programs::abort reaches it with the others, and its subscribers see the cause. a_retired_program_that_cannot_finish_refuses_the_multiplex fails without the fix.
A truncated tail is counted as damage, not refused, so a program that leaves the PAT mid-PES still retires cleanly.
The reason will be displayed to describe this comment to others. Learn more.
Take maxima when merging shared stream rows
When at least three programs claim the same elementary PID and their PMTs arrive at different times, later Imports have smaller cumulative counters, but extend overwrites earlier rows according to vector order instead of taking a fieldwise maximum. Retiring the oldest program then records the interval before the newest program as retired, and retiring the middle program records part of that interval again, so stats() exceeds the number of units that actually appeared; merge existing rows with Stream::combine(u64::max) as the CRC and health counters already do.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 7227f8a. Counts::merge now takes the field-by-field maximum of a shared stream row, as it already did for the CRC and TR 101 290 counts. The extend came from main, where it under-counted an elementary PID that programs share; retirement would have turned that into the over-count you describe. programs_sharing_a_stream_count_it_once fails without the fix, both while all three programs run and as they leave.
Transport-stream imports now track the selected program’s active PMT PID and switch reassemblers when a PAT changes that PID. Program management follows later PATs, retires removed programs, and creates a new broadcast instance when a retired program returns. The changes also retain retired-program statistics, add lifecycle tests, and update documentation for PAT changes and export PMT PID behavior.

Announce a retiring program after its final flush
When a program starts and leaves within one decode chunk, such as one 64 KiB stdin read, announce_if_listed has not run because touched programs are announced only after the packet loop. This path finishes and removes it without polling the now-ready catalog, so pending stays set, the broadcast closes without ever being announced, and if it was the only program finish() incorrectly reports that no program declared a track; splitting the same bytes across two decode calls succeeds. Run the same post-import.finish announcement step used by Programs::finish before closing it. (Written by GPT-5.6 Sol)
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 384e7aa. retire now runs the step Programs::finish runs after import.finish: it announces the program if its catalog has gone out, before finishing the catalog and closing the broadcast. The outcome no longer depends on how the input is chunked. Without the fix, a_program_that_starts_and_leaves_in_one_call_is_announced fails, with finish reporting that no program declared a track.

Rebuild shared reader indices once per PAT update
When one PAT drops many active programs, follow invokes retire one at a time; for programs sharing a PMT or elementary PID, this nested loop revisits the full shared reader vector for every later program on every removal, making one peer-controlled PAT Θ(N³) in the number of programs, while self.running() below adds another survivor scan per removal. The existing ts_programs benchmark only exercises steady PATs, so batch removals and rebuild readers and counts once before accepting more input. (Written by GPT-5.6 Sol)
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 384e7aa. follow now retires every program a PAT drops in one pass:
Each leaving program finishes while all are still listed, so a refusal still reaches the caller's abort.
readers is cleared and rebuilt once from the survivors' claims, and touched is remapped once.
The survivors' counts are taken once.
A PAT now costs what the programs claim, however many it drops.
I measured it with a scratch harness, which is not committed because a unit test can't time it. One PAT dropping 250, 500 or 1,000 programs that share a PMT PID and an audio PID took 28, 89 and 377 ms before, and takes 44, 80 and 126 ms now (release build, one run each). What remains is each program's own finish.
a_pat_dropping_several_programs_keeps_the_rest_reading covers the rebuild: one PAT drops programs on either side of the two it keeps, with shared PIDs. Skipping either the clear or the re-push fails it.
No new actionable bugs found. Earlier announcement #6689 (comment) and repeated reader-rebuild #6689 (comment) findings are addressed: retiring programs announce after final flush, and reader/touched indices and surviving counts rebuild once per PAT. TSID validation, error propagation and shared-counter fixes remain present.
Batch retirement is simpler than repeated index repair and retains programs until finalization succeeds. Tests cover single-chunk retirement and shared-PID survivors.
Verification: static import/retirement/counter-merging and tests inspection, separating main merges from earlier reviewed code. No tests or performance measurements run.
The reason will be displayed to describe this comment to others. Learn more.
Do not retire a shared reader's temporary lead
When a PAT drops one of two programs that share an unbounded video PID while a PES or AU is buffered, Import::finish() can publish the leaving reader's tail before the surviving reader sees its next boundary. This subtraction records that temporary lead in retired; when the survivor later publishes the same AU, stats() adds both copies and permanently overcounts the input, so the retired delta must be reconciled with later progress rather than snapshotted immediately after finish.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 5523803. retire merges the leavers' counts before their finishes, and for a PID a running program still reads it keeps that pre-finish row: the survivor holds the tail the finish flushed, and counts it when it delivers it.
a_picture_a_retired_program_flushed_counts_once reproduces it with video rather than private data. Two programs share an H.264 PID, and a picture ends only when the next begins, so when the PAT drops program 1, its finish publishes a picture program 2 still holds. Before the fix the total read 2 there and 3 once program 2 delivered the picture; it now reads 1, then 2.
The reason will be displayed to describe this comment to others. Learn more.
Keep earlier leavers abortable until the batch succeeds
When one PAT drops multiple programs and a later program's Import::finish() fails, each earlier leaver has already had both its tracks and catalog finished in this loop. publish::decode then calls Programs::abort for the decode error, but a finished catalog ignores that abort, so those subscribers observe clean EOF rather than the real transport error depending only on program order; preflight the failure-prone work or otherwise defer terminal completion until the batch succeeds.
The reason will be displayed to describe this comment to others. Learn more.
Not changed, as decided above. Each earlier leaver left the PAT and its own finish succeeded, so its clean end is accurate. The failure belongs to the program that could not finish and to the multiplex, whose remaining programs still receive the abort, and Programs::finish ends programs in turn the same way at the end of the input.
Maintainer decision (2026-10-25): a PAT program whose PMT never arrives is refused after 0.5 s of program clock, the TR 101 290 PMT_error_2 bound that stream-routes already uses.
Merge agent: not landing yet. Codex raised two P2s on d8c497b:
Shared reader's temporary lead: looks valid. retire merges the leavers' counts afterimport.finish() flushes their buffered tails, so for a PID a survivor shares, beyond(running) keeps a unit the survivor delivers again later. A likely fix: merge the leavers' counts before the finishes, and use that pre-finish row for any PID a running program still reads. I couldn't build a fixture that leaves a shared unit buffered across the PAT (an unbounded private-data PES on a shared PID published nothing on the survivor either), so this needs someone who knows the TS fixtures to reproduce it first.
Earlier leavers stay abortable: I'd push back. Each earlier leaver left the PAT legitimately and its own finish succeeded, so its clean end is accurate; the later program's failure belongs to that program and the multiplex. The end-of-input Programs::finish finishes programs in turn the same way.
…a shared tail once
A program the PAT lists whose PMT has not arrived 0.5 s of program clock later refuses the multiplex, the TR 101 290 PMT_error_2 bound, timed on a running program's clock; one whose PMT arrived listing no stream waits. A retired program's rows for a PID a running program still reads are taken before its finish, since that program delivers the tail the finish flushed.
Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>
The missing PMT, as decided: a listed program whose PMT has not arrived 0.5 s of program clock later refuses the multiplex at the next PAT. Without a PMT a program has no clock, so the wait is timed on a running program's, passed to another if that one retires; before any program runs, nothing is late. A program whose PMT arrived listing no stream yet is not missing it, so it waits. a_program_without_a_pmt_is_refused_after_half_a_second replaces the warn-once test.
The shared tail (Codex, first P2): fixed as you suggested, with a video fixture that reproduces it.
Earlier leavers (Codex, second P2): left as is, per your note.
P2 — Distinguish active readers from historical stats rows (rs/moq-mux/src/container/ts/programs.rs:459–465). running.streams includes Import::retired_stats. If surviving program B previously dropped video PID X, then A later retires with a buffered picture on X, this branch discards A's final-flush increment because B still has a stats row. B no longer reads X and never supplies that missing picture, so totals permanently undercount. Select pre-finish counts only when a surviving media route actually reads that PID, and extend the shared-picture test with this PMT-removal case.
The earlier shared-tail finding #6689 (comment) is addressed for continuously shared readers, but its fix introduces the case above. The earlier batch-abort finding #6689 (comment) remains unchanged with an explicit rationale; it is not a new finding.
Direction: program-clock timeout and avoiding duplicate final-flush counts are reasonable; retirement accounting needs active-route ownership rather than historical-counter presence.
Verification: static comparison against d8c497b, separating main merges; inspected timeout, retirement, stats retention and new tests. No tests run.

Check PMT deadlines without waiting for another PAT
When the initial PAT lists a missing program and another program then starts and advances its PCR clock without another whole PAT, Programs::decode_with never calls Clock::read or refuse_late; if a PAT eventually returns, that first read merely establishes the reference and starts the wait at zero. The documented 0.5 s refusal can therefore be delayed indefinitely while media continues, so evaluate the waiting deadline from advancing program-clock packets rather than only in follow.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 9b3ab77, as part of merging #6252's own 0.5 s deadline into this one. Each waiting program records when its wait began on the shared program clock, the earliest deadline is cached, and decode checks it after every packet (O(1)), so no PAT is needed. a_program_without_a_pmt_is_refused_after_half_a_second now sends one PAT and refuses at the packet past 500 ms.
The reason will be displayed to describe this comment to others. Learn more.
Keep TS benchmark fixtures below the PMT deadline
For every existing undescribed=1000 benchmark case, the one-second fixture repeats its PAT every 160 ms but emits PMTs only for programs (rs/moq-mux/benches/ts_programs.rs:134-179,204-208), so the new 0.5 s refusal is reached around the frame-20 PAT. The preflight ingest(...).unwrap() at line 193 then panics before Criterion records a sample, as will the per-iteration unwrap; adjust the fixture so the required program-fanout benchmark remains runnable.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 9b3ab77. The 1,000 extra programs (now idle) each send a PMT listing no stream, so they wait without ever being late, which is still what a program costs before it starts. All 24 cases pass cargo bench --bench ts_programs -- --test.
The reason will be displayed to describe this comment to others. Learn more.
Reassign partial PMT ownership after PID moves
When program A shares its old PMT PID with a still-waiting program B and the PAT moves A after a multi-packet section has begun, replacing A's reassembler here means no importer can finish and count that section. Programs::describe still has Waiting::began_read set for A, so if the tail completes with a bad CRC it suppresses the global increment even though no current reader counts it, permanently understating stats().crc_error; clear or transfer that ownership when the last started reader leaves the PID.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in 9b3ab77 by dropping Waiting::began_read. describe now asks the PID's current readers whether their own PMT reassembler holds the section in progress (Import::assembling_pmt). A program that moved away or retired is no longer a reader, so the waiting PID counts the bad CRC. a_section_a_moved_program_left_unfinished_counts reproduces it.
Handing this over rather than starting a fourth round. Round 3 (8b18b6a7b) drew five findings, all on code that round changed, so the design is moving under the reviews, and #6252 changes the same files. What is open on this head:
Retirement accounting keys on historical stats rows, not active readers. A retiring program's final-flush picture on a PID that a surviving program once read is discarded, so totals undercount (the OpenAI review). Round 3's shared-tail fix introduced it.
The 0.5 s PMT refusal is checked only when a PAT arrives, so a missing PMT can wait indefinitely while another program's clock advances (Codex, P1).
That refusal breaks the ts_programs bench: every undescribed=1000 case reaches it at about the 20th PAT and panics in the preflight unwrap (Codex).
A partial PMT section on a PID a program leaves keeps the leaver as its owner, so a CRC error at its end goes uncounted (Codex).
Retired rows keep quiet, so a retired PID can read as a current stall to any consumer other than stats::Log (CodeRabbit).
Round 2's batch-abort finding stands as answered there. The branch is yours to take, fold into #6252 or close; I won't push to it unless you ask.
Unify the PMT deadline with moq-dev#6252's: each waiting program's wait is timed
on one shared clock and checked on every packet, not only at a PAT, and a
lapse refuses the multiplex, as decided on this PR, rather than releasing
the unclaimed-PID count.
Also fixes round 3's open findings: a retired program keeps the picture its
finish flushes unless a running program still carries that PID, a retired
row is not quiet, a PMT section a moved or retired program leaves unfinished
counts its bad CRC once, and the ts_programs bench's idle programs send a
PMT listing no stream so they never reach the deadline.

Design change: one PMT deadline, checked on every packet, merged with moq-dev/moq#6252's.
#6252 landed its own 0.5 s PMT_error_2 timer in Programs (holdouts/deadline), which released the unclaimed-PID count when a PMT lapsed. The maintainer decision on this PR refuses the multiplex at that lapse instead. Both can't hold, so 9b3ab7750d keeps one mechanism:
Each waiting program records when its wait began on the shared program clock (Clock, now keyed by program index, so a read is O(1)). The earliest deadline is cached and checked after every packet, so the refusal no longer waits for a PAT.
The unclaimed count starts once no listed program is still waiting for its PMT. A program whose PMT lists no stream does not hold it back. fix(mux): give every TS PID a declared route #6252's a_pmt_that_never_arrives_stops_holding_the_count is gone: that input now refuses, which a_program_without_a_pmt_is_refused_after_half_a_second covers.
Round 3's other findings are fixed in the same push:
OpenAI review: a retired program's pre-finish row is used only where a running program still carries the PID (Import::carries), not where it merely has a historical row or reads it as a clock. a_picture_a_retired_program_flushed_alone_counts fails both without the fix and with an "any reader" check.
The bench, the partial PMT ownership and the retired quiet findings each have a reply on their thread.
No new actionable bugs found. The prior retirement-counter finding (#6689 (review)) is fixed: pre-finish counts are selected only for surviving media routes, not historical rows or clock-only readers, with a focused regression case. The independently reported PAT-only timeout, broken undescribed-program benchmark, abandoned partial-PMT accounting and retired quiet-state issues are also addressed by the per-packet deadline, idle-PMT benchmark inputs, current reassembler ownership check and clearing quiet. The previously discussed batch-abort policy is unchanged, not a new finding.
Direction: consolidating the merged routing work around one cached PMT deadline is preferable to maintaining competing timers; active-route ownership is the right basis for retirement accounting. Export PMT migration remains explicitly deferred.
Verification: static comparison with last reviewed 8b18b6a and current base, focusing on PR-owned changes and routing integration, plus regression-test inspection. No tests or benchmarks run.
Reviews on this head: the OpenAI review found nothing new, and CodeRabbit confirmed its quiet fix. Codex's run on this head failed to complete, so it is not counted.
Round 3's findings: each has a reply. I checked the fixes against the code: the per-packet PMT deadline, Import::carries for pre-finish rows, Import::assembling_pmt in place of began_read, the cleared quiet, and the idle bench PMTs. The batch-abort finding stays answered, not changed.
Decision held: a missing PMT refuses after 0.5 s of program clock, replacing moq-dev/moq#6252's count release, per the design change.

Problem
A live TS source whose PAT changes mid-stream:
Import::handle_patadded a reassembler for the new PID and kept the old one, so a stale PMT on the old PID still revised the program, and the catalog'sprogram.pmtPidkept the first PID.--program all,Programsignored it, without a warning.Import, whosehandle_patrefused it, and the whole multiplex stopped, the other programs included.Approach
program.pmtPid, and flags the claims change soProgramsreroutes the PID.Programs::follow(waswait) reads every whole PAT before routing it:PMT_error_2bound, as decided. A program without a PMT has no clock of its own, so the wait is timed on a running program's, which passes to another when it retires. Before any program runs, nothing is late. One whose PMT arrived listing no stream yet is not missing its PMT, so it waits, unannounced.stats(), counted once. A retired row is not quiet, as a PID a PMT drops is not.health::Errors::combineandstats::Stream::combinegeneralize the existing field-by-field max to do this. A stream row that several programs share now takes the larger count too. It used to take whichever program came last, which under-counted a shared elementary PID; retiring programs would have turned that into an over-count.export tskeeps the PMT on the PID its tables first went out on, asrevision_test::a_track_recorded_on_the_pmt_pid_after_the_catalog_moves_it_takes_anotheralready pins. Following a move builds on the table rework planned when fix(mux): TS programs follow the PAT as it changes #6301 closed, so the quest now holds that half alone.Choices made here, for review:

The PAT adds program 2, drops it, then restores it.programs::a_dropped_program_does_not_end_the_multiplex: the PAT drops the first program, fed a packet at a time, and the second keeps reading its PIDs.programs::a_program_without_a_pmt_is_refused_after_half_a_second: one PAT, then program 1 runs on a clock of its own, program 3's PMT never arrives, and program 4's lists no stream.decodepasses through 0.5 s of program 1's clock and refuses at the next packet, naming program 3 alone.programs::a_retired_program_keeps_what_it_alone_counted: two dropped PMT sections still count 2 after the PAT drops programs 2 and 3. Program 2 shared its PMT PID with program 1, which runs on, and program 3 was alone on its own.programs::programs_sharing_a_stream_count_it_once: three programs share an audio PID, and each PMT arrives a PES after the last. The earliest reader's count stands while all three run and as two leave.programs::a_pat_naming_another_transport_stream_is_refused: the PAT names another transport stream and lists only a new program. It is refused, and the running program is not retired.programs::a_retired_program_that_cannot_finish_refuses_the_multiplex: a dropped program holds a SCTE-35 cue that no PTS places.decoderefuses, and after the caller's abort, the program's catalog subscriber sees the cause.programs::a_program_that_starts_and_leaves_in_one_call_is_announced: the input's only program starts and leaves within onedecodecall. Without its fix, finishreported that no program had declared a track.programs::a_picture_a_retired_program_flushed_counts_once: two programs share an H.264 PID, and a picture ends only at the next, so when the PAT drops program 1, its finish publishes a picture that program 2 still holds. The total stays 1 until program 2 delivers that picture, then reads 2. Without the fix it read 2, then 3.programs::a_pat_dropping_several_programs_keeps_the_rest_reading: one PAT drops programs on either side of the two it keeps, which share PMT and audio PIDs with them. Skipping either the clear or the re-push of the rebuild fails it.programs::a_picture_a_retired_program_flushed_alone_counts: program 2 stops carrying a shared H.264 PID but keeps its clock there, then the PAT drops program 1, whose finish publishes the last picture. It counts. Keying on any reader, or on any stats row, fails it.programs::a_section_a_moved_program_left_unfinished_counts: the PAT moves program 1 off a PMT PID program 2 still waits on, mid-section, and the section ends with a bad CRC. It counts once.programs_follow_the_patnow runs a PCR and checks the retired program's row is not quiet.routes_test::a_pmt_that_never_arrives_stops_holding_the_count(from fix(mux): give every TS PID a declared route #6252) is removed: that input now refuses, which the 0.5 s test covers.
