chore(quest): plan follow-ups from the 2026-10-27 spawn - #7021
Turns the follow-ups that agents reported during the 2026-10-27 quest spawn into quests, and folds two of them into existing ones. Each quest cites the PR that found it.
New quests
m0/ci: recovery clips encode once per run, moq-quic collapses padding runs, tracing-test stops forcing TRACE, moq-stats refuses an oversized plain snapshot early
m0/nightly: moq-quic's all-features rustdoc
m0/test-flakes-2: remaining bun fake-timer tests move to the Manual clock
m1: mock transport reset codes, Rust SUBSCRIBE honors the Track Properties opt-out, recover judges by the reader's budget, slow-joiner test, Rust resume release path, JS FETCH timeout test, moq-c JSON windows, moqsrc max-delay, HLS recorder target, release smoke test signs with --subject (waiting quest)
m2/perf: cheap idle export poll, mesh session cost, lite request allocations, coverage before SUBSCRIBE_START
Edits

Own m1 quest
Already covered elsewhere, so not added: per-test temp directories (moq-dev/moq#7006), fill-linear's remaining walks (moq-dev/moq#6995), front eviction's split (moq-dev/moq#6993). The lite-07 cold-anchor split waits for moq-dev/moq#6951, which rewrites the same quest file.
Dropped on merging main: this PR's quest/m0/nightly/gate-hang.md duplicated the gate-hang quest that moq-dev/moq#7020 landed at the same path with the maintainer's decision, so main's version is kept.
Merge summary: merged main locally (conflict-free; the overlapping quest/m0/nightly/README.md link-list change from the cargo-deny quest's removal auto-merged) at a54288d. Codex reviewed with a thumbs up (no findings), required checks passed, and quest check --base origin/main is clean. All plan decisions were made with the maintainer and are recorded in the PR body; no findings needed addressing. Landing.

Automated review by review (OpenAI)
Reviewed commit: a54288d
No actionable bugs found in this quest-only change. The direction is sound: small, source-linked follow-ups, deterministic regressions before suspected resume fixes, subscriber-before-publisher timestamp changes, and an explicit published-CLI prerequisite for the smoke-token flag. Folding routing and benchmark work into existing quests avoids unnecessary parallel designs.
Verification limits: static review of the complete plan diff and selected surrounding HLS/SUBSCRIBE code and allocation-change context. No tests, interop runs, CI replay, or benchmarks were executed; the cited performance numbers and proposed runtime fixes are not independently validated by this review.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
State the Rust release invariant unambiguously.
“Never ends cleanly with frames missing” can mean that the group must never end. State that releasing the old copy must not release a group moved to the active copy, while the active copy still ends it with complete frames.
Based on learnings, keep this fixed outcome in Goal and keep the unverified Rust parity in Plan.

- Around line 10-13: Revise the pre-START performance goal to acknowledge that
incremental updates to self.skipped do not make each wake O(1), because
track::Subscriber::covered still scans covered runs and checks for accounted
gaps. Either define an incremental coverage summary or cursor that ensures the
O(1) invariant, or narrow the goal to avoiding rebuilding the RangeSet; do not
claim per-wake O(1) without that invariant.
- Line 14: Add a benchmark alongside track_range_filling that exercises the lite
publisher’s pre-SUBSCRIBE_START covered path with start set to None, varying the
skipped ranges; do not use the Subscriber fill-handling and group-draining path
as a substitute.

recovery-clips.md: the goal now covers reusing the decoded reference frames too, and the PR reports each part's saving.
quic-rustdoc.md: names Nightly's just rs features lane and cargo doc -p moq-quic --all-features, since the gate builds rustdoc without --all-features and rs doctest runs cargo test --doc.
fake-timers.md: each converted test installs Manual and restores the ambient clock when it finishes.
m1/README.md: names the Rust publisher as the sender of untimed objects.
covered-before-start.md: the goal is cost proportional to what changed since the last wake (an incremental coverage summary or cursor), not O(1), and it asks for a lite-publisher benchmark with no start resolved, since track_range_filling never reaches that branch.

Reviewed commit: 58bd95d
Reviewed the five-file update since a54288d; the base is unchanged. No new actionable bugs found.
The independent pre-START coverage-cost and benchmark-path findings are addressed in the plan: it now targets an incremental summary/cursor and a benchmark that actually exercises the lite publisher before START. My earlier review missed those planning gaps. Recovery savings now distinguish encoding from reference decoding; Manual cleanup and the all-features rustdoc lane are explicit. These are improved implementation requirements, not runtime fixes.
Overall direction remains sound and appropriately scoped. Static review of the changed plans and relevant publisher/benchmark code only; no tests, rustdoc builds, or performance measurements were run.
Merge summary: Codex reviewed head 58bd95d with a thumbs up (no findings). I replied on and resolved each CodeRabbit thread that 58bd95d addressed. CodeRabbit's re-review of this head was rate-limited, so it does not count.
Not changed: CodeRabbit's unverified extra note on quest/m1/resume-release-rust.md. "Never ends cleanly with frames missing" already states the intended invariant: a moved group is never ended early through the old copy's release. Rewording it would only start another review round.
The head merges cleanly with current main (b5af274), and quest check --base origin/main passes. Landing.
Merged main to clear the merge_conflict that took this out of the queue. The README Required lists keep both sides' entries. This PR's quest/m0/nightly/gate-hang.md duplicated the quest moq-dev/moq#7020 landed at the same path, so main's version is kept (noted in the body). None of the other new quests duplicate work on main, and none link to a quest main deleted. quest check --base origin/main passes. Requeuing at 6066c37 as the maintainer asked.
