docs(agents): never paper over a partial failure - #7404
Extends the "Fail loud and early" rule in AGENTS.md: when any part of an input or operation fails, fail the whole instead of skipping that part, and never report partly failed work as done.
The maintainer asked for this on 2026-10-30 during a /quest-complete session. A merge pass on moq-dev/moq#7035 had rewritten the catalog draft so that a malformed rendition was skipped and the rest of the catalog accepted. The maintainer's decision is that any malformed rendition refuses the whole catalog.
I folded the rule into the existing fail-loud bullet so AGENTS.md stays light, per PROMPTING.md.
