quest: plan the merge-queue audit's levers; reverse three fixer decisions - #369
Plans the levers from an independent audit of the merge-queue plan, and reverses three fixer decisions. The maintainer decided each one on 2026-11-01.
The audit's main finding, on moq over 24 hours: 128 PRs landed and 390 were ejected, and 66 of 138 sandbox checks failed. The binding bottleneck is the batch failure rate: roughly 20-25% of PRs are broken against the current base. Fixer capability is not the bottleneck.
Reversed
Protected paths: quest/m0/land-fixer/protected.md is removed with quest rm, and moq-dev/quest#357 is closed. validateFix keeps its block. The new protected-commit.md sends a rejected fixer protected edit back as a ready commit, using #358's format.
Comments: comments.md now says the daemon posts the comments the fixer writes into its result, and no token enters the container. #367 is being reworked to match. Whichever of feat(land): post the fixer's comments from its result #367 and this PR lands second resolves a small prose conflict in comments.md.
Flaky tests: only a rerun-proven flaky test is disabled, in a separate PR the gate queues. Under squash landing, a disable commit on the batch's base PR would land inside that unrelated PR's commit.
New quests
batch-check.md [XS]: quest check runs on the batch's chain in the daemon before the sandbox. It was the first failure in about 14% of failed checks.
precheck.md [M]: while a batch runs, queued PRs are compiled and linted against the base at low priority, and broken ones are parked before they batch. This is the audit's biggest lever.
tuning.md [S]: batch size follows the failure rate; a base-PR conflict doesn't burn a round; git rerere is on; concurrent fixer jobs are capped; and the fixer gets an explicit reasoning effort. Its jobs log reasoning effort: none today.
protected-commit.md [S]: described above.
The epic README's Goal is rewritten to the end goal, the audit is recorded in its Plan, and Required is reordered: triage, attempts, batch-check, precheck, tuning, then the rest.
Decisions
From the maintainer's answers to the audit, with ✅ marking the pick:
Fixer comments: ✅ the daemon posts them · keep the container token
Flaky tests: ✅ rerun-proven only, in a separate PR · keep the fixer's judgment and the base PR
New work: ✅ ship attempts with triage · ✅ batch quest check · ✅ pre-check queued PRs · ✅ batch size, base conflicts, rerere, fixer cap, and reasoning effort
Checks
quest check passes (84 documents), and so does just check.
Review
mechanical fix by codex / Codex: Merged base; preserved deletion of implemented comments quest and removed dangling Required link while retaining audit notes; passed bun run build, bun run test (748 passed, 2 skipped), bun run check, and bun run --silent quest check. (head 7baa7e3)
Local quest review (Codex, gpt-6.1-sol, medium effort) against origin/main at head ab82fdeddd23941ee6852dba20473c9ce5a36003: round 3, 0 findings.
Round 1 had 2 findings. The comments quest still described a container token (fixed in round 3 by rewriting comments.md). Ready commits didn't cover protected-edit rejections (fixed by adding protected-commit.md).
…cisions
From an independent audit and the maintainer's decisions on 2026-11-01:
drop protected.md (validateFix keeps the block, ready commits instead),
disable only rerun-proven flaky tests in a separate PR, and add the
batch quest-check, queued-PR pre-check, and throughput tuning quests.

Walkthrough
The pull request updates planning documents for the land-fixer gate and fixer. It specifies batch-chain checks, queued-PR pre-checks, and proposed throughput tuning. It also revises the planned handling of fixer comments, flaky tests, and protected-path edits. The changes are documentation and specifications; the summaries do not describe implementation changes.
Merge Risk: Low · previous review ab82f
This PR only changes planning documents, so there is no direct production impact. Before merging, tidy the ambiguous container-token bullet, list the land-priority prerequisite in Required, and align the batch-check blame rules with batch triage, so that the later implementation follows the intended design.

Follow Batch triage when blame is unclear.
triage.md requires parking every PR when the base is green and the failure cannot be attributed to one PR. batch-check.md states only that a failure is blamed on the link that introduced it. Its “same way” wording does not explicitly carry over triage’s all-PR outcome.
The combined check can expose failures caused by interactions between PRs, including dangling links or Required cycles. Define the combined-check path to use triage’s single-blame or all-links outcome.

Delete the superseded token option.
Line 30 lists Keep the token in the container as a bullet under the reversal decision, with no rejected label. The only marker in that list is the ✅ on the chosen daemon option. The Goal states that no GitHub credential enters the fixer container, so a reader can take line 30 as an instruction that contradicts the Goal. Add the land-priority prerequisite to Required in precheck.md and tuning.md.
The pre-check plan says the batch-check priority is already provided by land-priority. That quest says the priority mechanism is still planned: admit takes no priority today, and the priority class or reserved slot is future work. The "cannot slow the batch" guarantee depends on that work. Neither quest lists it under Required, so the quests can be scheduled before their prerequisite lands. Required lists the quests that must finish before the work starts, so land-priority belongs there in both files.

quest land removed this pull request from the queue: required checks had not passed on its head when the gate ran: check (from app 15368); land it again once they pass.

Summary
Plans the levers from an independent audit of the merge-queue plan, and reverses three fixer decisions. The maintainer decided each one on 2026-11-01.
The audit's main finding, on moq over 24 hours: 128 PRs landed and 390 were ejected, and 66 of 138 sandbox checks failed. The binding bottleneck is the batch failure rate: roughly 20-25% of PRs are broken against the current base. Fixer capability is not the bottleneck.
Reversed
quest/m0/land-fixer/protected.mdis removed withquest rm, and moq-dev/quest#357 is closed.validateFixkeeps its block. The newprotected-commit.mdsends a rejected fixer protected edit back as a ready commit, using #358's format.comments.mdnow says the daemon posts the comments the fixer writes into its result, and no token enters the container. #367 is being reworked to match. Whichever of feat(land): post the fixer's comments from its result #367 and this PR lands second resolves a small prose conflict incomments.md.New quests
batch-check.md[XS]:quest checkruns on the batch's chain in the daemon before the sandbox. It was the first failure in about 14% of failed checks.precheck.md[M]: while a batch runs, queued PRs are compiled and linted against the base at low priority, and broken ones are parked before they batch. This is the audit's biggest lever.tuning.md[S]: batch size follows the failure rate; a base-PR conflict doesn't burn a round;git rerereis on; concurrent fixer jobs are capped; and the fixer gets an explicit reasoning effort. Its jobs logreasoning effort: nonetoday.protected-commit.md[S]: described above. The epic README's Goal is rewritten to the end goal, the audit is recorded in its Plan, and
Requiredis reordered: triage, attempts, batch-check, precheck, tuning, then the rest.Decisions
