- smithy 1.73.0 -> 1.74.0 (maven_install.json repinned) - rules_cc 0.2.22 -> 0.2.25 - llvm 0.8.19 -> 0.8.24 - com.diffplug.spotless 8.10.2 -> 8.10.3 - GitHub runners ubuntu-24.04 -> ubuntu-26.04 (single-runner jobs) Fallout fixes: - MODULE.bazel.lock regenerated (root and bazel-consumer). - rules_cc/llvm pull apple_support 2.x, which adds -D_FORTIFY_SOURCE=1 unless the asan feature is set; --config=asan now sets it so macOS asan builds stop tripping -Werror on the redefinition. - Newer clang-format (ubuntu-26.04) formats pointer-to-member params differently than 18; alias the type so both agree. - Newer lcov also reports torn gcov counters as "inconsistent"; ignore alongside "negative" in the measurement-only coverage job.
The previous lock was written with sandbox --override_module flags active, which dropped registry checksums for the overridden modules and failed the lockfile_mode=error check.
clang-tidy 21+ on 26.04 enables checks that flag ~180 existing sites. That cleanup is its own change; keep lint on 24.04 until then and drop the metrics.cc clang-format workaround that only 26.04 needed.
