Two corrections to #113, which shipped in 0.9.1.

• Judge only stack ports under DEVC-21. DEVC-21 required every forwarded port to sit in 15432-15460, including an application's own port. platform-api forwards its API dev server on 17200, a port it reserves on purpose in .claude/rules/port-reservations.md. DEVC-21 now judges a forwarded port only when it belongs to the stacks, or falls in the 154xx band:
  • a stack publishes it, or listens on it in its container, so forwarding 5432 still fires;
  • it falls in 15400–15499, the band the reserved range sits in.
    An application's own port is the application's to choose. The title, rationale and examples say so, and the near-miss fixture and a new Rego test forward 17200.
• Date the new requirements to 0.9.1. Before 1.0.0 release-please cuts a feat as a patch, so feat(conventions): move the scaffold's general rules here #113 shipped as 0.9.1. The eleven requirements it added said since: 0.10.0, a version that does not exist. Nothing checks since.
