Upstream RobertCraigie/pyright-python npm-installs pyright at hook-run time, which fails offline (e.g. pre-commit.ci's sandbox has no network at run time). This fork downloads and bundles the pyright npm tarball during the package build/install step instead, so no network call happens when the hook actually runs. Also bumps sync-typing-deps to v0.7.0.
Same reportAssignmentType pyright surfaced elsewhere for this try/except MofNCompleteColumn import pattern.
