fix(offline-operation): actions

Steps to reproduce

1. Have a slow connection
2. Try to create folder when device is in airplane mode
3. Activate slow connection
4. When user taps the retry button it should trigger the offline operation action and successfully complete the operation

Changes

• Fixes file list refresh for adding offline operation
• Fixes offline operation worker logic for early exit and remote file existence check against the stored offline operation
• Distinguishes walled and reachability timing so that walled connection can be recovered earlier than 5 minutes
