Summary

resolve downloaded LLVM tool paths with the platform-specific .exe suffix on Windows
preserve Linux and macOS paths
add focused Starlark unit coverage for clang-format and clang-tidy paths

Validation

bazel test //tests:all --test_output=errors
bazel build //:all //cc:all //format_all:all //lint_all:all
changed-file format and buildifier lint checks
