acli is the only Jira CLI on the work laptop #196

Current state

Two Jira CLIs are installed and documented on the work laptop, so an agent reading use-jira has two sets of rules to choose between. acli was added on 2026-10-22 as the CLI fallback for when the Atlassian MCP server won't connect. jira-cli was kept until acli has worked at least as well for at least a week. jira-cli still has its Brewfile entry, its README setup, its keychain token, its zsh completion and its Bash(jira issue comment add *) allow rule.

Ideal state

• brew bundle on the work laptop installs acli and not jira-cli
• tools/jira/README.md and the use-jira skill describe only acli
• No Claude permission rule mentions jira commands
• The jira-cli keychain item no longer exists, and its API token is revoked at id.atlassian.com
