u installs a formula from a newly added tap on its first run #197

Current state

A formula from a tap that no Brewfile used before fails to install on the first u after it is added, and only installs on the next run. tools/homebrew/update.bash trusts the taps that brew tap lists, then runs brew bundle. The tap is new, so brew bundle is what taps it, and Homebrew then stops with Refusing to load formula atlassian/acli/acli from untrusted tap atlassian/acli. This happened when acli was added to tools/jira/Brewfile on 2026-10-22. tools/jira/README.md now tells the reader to run brew trust --taps atlassian/acli by hand.

• One u run installs a formula from a tap that a Brewfile has just added
• tools/jira/README.md has no manual brew trust step
