fix: correct provider-aws version constraints across all languages#9

The @cdktn/provider-aws package was never published at v20.x — the earliest available version is 21.23.0. Updates TypeScript, Python, and Go examples to use ^23.0.0 which matches actual published releases. Closes #8 Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
