Major UI improvements including sidebar redesign, dashboard operational
overview, RBAC module, animated splash screen and 404-not-found page

Changes

Sidebar Redesign

• Switched from blue sidebar to white sidebar theme
• Logo renders cleanly on white background
• All module nav links now in sidebar with correct icons
• Active route highlighted with blue left border accent
• Hover states added to all nav items

Dashboard Redesign

• Replaced 5 navigation cards with proper operational overview
• Summary stats row (Total Batches, Vouchers, Beneficiaries, Active G2P Configs)
• Recent Batches table with StatusBadge (imports from mock data)
• Recent Vouchers list with StatusBadge
• Quick Actions bar (Upload Batch, Create Voucher, Add Beneficiary)

RBAC Module

• Role Configuration tab — Admin, Operator, Auditor cards with permissions
• User Management tab — table with Assign Role, Lock User, Reset Password actions
• Add User modal with form fields
• Lock User toggles status between Active and Locked
• Success toasts on all actions

Splash Screen

• Animated full screen splash at /splash
• Logo fade-in with scale animation
• Loading bar fills over 2.5 seconds
• Auto-redirects to /login after 2.5 seconds

Icons

• Payment Hub → Landmark icon
• Vouchers → Ticket icon
