Bumps version to cover the external guardrails catalog and runtime controls shipped in #86. Replaces the non-SPDX "SEE LICENSE IN LICENSE" string with the correct SPDX identifier FSL-1.1-Apache-2.0. Co-authored-by: Claude Sonnet 4.6 <noreply@anthropic.com>
