Continues work performed in #30863.

Our team is migrating openshift/openstack-test to use the OTE framework, including releases 4.22 to 4.14. The extension-admission subcommand used to install the TestExtension CRD needs to be backported in order to complete the migration.

• admit and extract non-payload OTE binaries, and allow for a new subcommand to install the TestExtension CRD and apply the matching CR
