ci(quay): add Playwright e2e presubmit for quay/quay

[jbpratt]

Add CI configuration and step-registry components to run Playwright
e2e tests against a Quay instance deployed on OCP, built from PR
source code. The job provisions an AWS cluster, deploys Quay via
operator, swaps in the CI-built image, and runs Playwright tests.

New step-registry components:

• quay-tests-deploy-quay-custom-image: scales down operator and
  patches quay-app deployment with CI-built image
• quay-tests-test-quay-playwright: runs Playwright tests from the
  quay-playwright-runner image with JUnit reporting

Triggered via /test playwright-e2e (always_run: false).
