What this sync releases
Start new work reliably in mature repositories
Boatstack now recognizes one unclaimed Plan-mode file as the current planning
intent before considering historical feature packages that have no delivery
state in a fresh linked worktree. Active deliveries and invalid evidence still
take precedence, while genuinely ambiguous new or historical plans remain
blocked for an explicit choice.
