feat: Add polyglot SDK models, runners, and workbench CLI

Implement the Pitot Workbench v1 Polyglot SDK strategy by standardizing wire models, building language-native runners, and adding CLI scaffolding (pitot init and pitot dev), explicitly omitting the browser UI.
