Gate upstream native auto-merge configuration

Adds fleet conformance for repository-level native auto-merge and required status checks, and regenerates canonical workflows with the explicit Operator Stack Publisher identity. This prevents the exact Value Map failure mode where workflow YAML looked valid but repository policy made the auto-merge mutation impossible.
