npm honors a project .npmrc only inside a project; in a bare directory the scoped front-door registry line was silently ignored and the install fell back to public npm with a confusing 404 (found in the v0.1.2 end-to-end verification). pitot install typescript now creates a minimal private package.json when none exists — an existing manifest is never touched. Disclosure-Reviewed: reviewed — public-safe only, private facet kept out of this commit

Found in the v0.1.2 end-to-end verification: npm honors a project .npmrc only inside a project, so
pitot install typescriptin a bare directory silently fell back to public npm (404). The verb now creates a minimal private package.json when none exists (never touches an existing one). Conformance test extended: bare-dir install creates the manifest; existing manifests are byte-untouched. Full cmd+hydrate tests green; UPSTREAM regenerated; release note added.
