Why\n\nMake Intelligence Flow the only repository that needs manual product work. A relevant merge should flow into Boatstack without waiting for a scheduled poll or manually creating a release.\n\n## What changes\n\n- dispatch Boatstack sync immediately with the installed GitHub App\n- classify projected changes as documentation-only or release-bearing\n- expose deterministic patch-version calculation to the downstream control plane\n- keep an append-only release message and document the publication contract\n\n## Verification\n\n- Go suite passes\n- projection/public-surface suite passes\n- append-only release-note policy passes\n- downstream projection was generated in a clean Boatstack worktree and its Go suite passes\n\n## Coordination\n\nMerge operatorstack/boatstack#25 first. Once this PR merges, the new App-authenticated path can be verified end to end.
