AO3-5683 Fix Brakeman warnings for mass assignments

Purpose

Get rid of all dangerous uses of permit!.

The collection_id param for pseud search isn't used anywhere from what I could find but it works currently, so I kept it: https://test.archiveofourown.org/people/search?people_search[collection_id]=100 shows only people from that collection, compare to https://test.archiveofourown.org/collections/The_Chamber/people

Testing Instructions

Brakeman tests should pass for the code changed in this commit.

Hi! We’re a student team contributing to OTW-Archive for a university open-source assignment.
We’d like to work on both AO3-7199 and AO3-7196, and wanted to check whether these issues can be assigned to us.
