Only upload a package if uploading its dependents, too - #9

A replayed or out-of-order dispatch must no-op rather than revert OBS to an older version. Signed-off-by: Bryan Richter <b@chreekat.net>
Works around #1: uploading one package makes OBS rebuild its published dependents under unchanged .deb filenames, and apt clients catching a mirror mid-sync fail on the size/hash mismatch. Refusing to move a level unless every level above it moves too means every rebuild comes with a fresh version, hence a fresh filename. Signed-off-by: Bryan Richter <b@chreekat.net>

Fixes #1.
Only publishes PI if bmv2 and p4c also change.
Only publishes bmv2 if p4c also changes.
This ensures no package gets rebuilt in place due to a republished dependency.
