The owner requires pull requests, one independent approving review, dismissal of
stale approvals, up-to-date required checks, and no administrator bypass.

For the sole-maintainer workflow, the owner requires pull requests but no
independent approving review (`required_approving_review_count: 0` and
`require_last_push_approval: false`). This permanent policy was authorized on
2026-09-12. GitHub does not enforce two-person review under this policy.
Stale approvals are still dismissed when reviews are present.

All seven required checks must pass on an up-to-date branch, with administrator
enforcement retained. Force pushes and deletion remain blocked; linear history
and conversation resolution remain required. Required checks must come from
GitHub Actions (app ID `15368`), not merely share their names.

Protection is managed in GitHub settings, independently of this source document.
