The discussion below (#740) describes a confusing onboarding process when someone using an old RHEL; best I can determine is it seems the root cause is the PHP_LIBDIR is not correct when building an extension; even though the php was built with the correct path (--with-libdir).
PIE doesn't currently expose a generic --with-libdir option, but it likely should do since this applies to all builds.
Additionally, I think the experience could be improved by checking php-config --configure-options if a --with-libdir was specified when building PHP originally; if this was specified, then it could be used to specify this correctly. Explicitly providing --with-libdir to PIE would take precedence over the detection.
