Require phpBB 3.3.19 and PHP 8.3.36 before enabling this extension due to security fixes. Standardize the version checks and retain existing extension-specific safeguards and version ceilings.
Codex checked PHP syntax, version boundaries, and enablement error handling for this change using an isolated test harness.
